Quebec highways (autoroutes): who yields when merging, and what are the rules?
The acceleration lane, the minimum speed, keeping right, exiting, and what is banned on an autoroute.
Short answer: you enter an autoroute through the acceleration lane and yield to vehicles already on it (s. 403). Unless signs say otherwise, you drive between 60 and 100 km/h (s. 328), in the right-hand lane except to pass (s. 324), and you leave through the deceleration lane. Reversing is prohibited (s. 416), so is stopping except when necessary (s. 386), and pedestrians, bicycles and mopeds are not allowed (ss. 453.1 and 479).
What counts as an autoroute
The Code de la sécurité routière (Quebec’s Highway Safety Code) mostly uses the term limited-access highway (chemin à accès limité): a public road you can enter or leave only at places provided for that purpose (s. 288). The Minister of Transport designates autoroutes with signs (s. 297). As a result, you may enter or leave one only at the entrances and exits set by whoever maintains it (s. 415).
Entering the autoroute
The on-ramp leads to an acceleration lane, used to reach the speed of the traffic already on the autoroute. The right-of-way rule is clear: a driver entering must yield to a vehicle on the autoroute that is close enough to make the move dangerous (s. 403). Fine set by the Code: $60 to $100 (s. 507).
The steps the SAAQ recommends (Conduire un véhicule de promenade, ch. 3, “Entrer sur une autoroute”):
- Judge the speed of traffic from the ramp and adjust to it.
- Look ahead, in the mirrors and in the blind spot.
- Turn on the left signal before the end of the ramp and spot a gap in the right-hand lane.
- Make sure no other driver is changing lanes at the same moment.
- Use the whole acceleration lane and merge near the end of the broken line, then turn off the signal.
The handbook warns that slowing down in the acceleration lane can be dangerous for you and for the drivers behind you.
What about the driver already on the autoroute? They keep the right of way, but must take the merging vehicle into account: as a courtesy they can change lanes when possible (Guide de la route, ch. 4, “À l’entrée d’une autoroute”) or slow down to cooperate. It is also better to avoid passing near an on-ramp (Conduire un véhicule de promenade, ch. 3, “Circuler sur une autoroute”).
Driving on the autoroute
- Speed: no less than 60 km/h and no more than 100 km/h, unless signs say otherwise, including variable-message signs that set the minimum or maximum speed for the weather or time of day (s. 328, para. 1).
- Keep right: with two lanes in the same direction, use the far-right lane; with three or more, use one of the right-hand lanes. The far-left lane is for passing, turning left, using an autoroute exit lane or getting around a blocked or closed lane (s. 324). Fine: $60 to $120 (s. 506).
- No passing on the right, except to pass a vehicle that is turning left, heading for an exit, or clearing snow or doing maintenance in the left lane (s. 346). Offence: 3 demerit points (Regulation respecting demerit points, Schedule, item 14) and a $200 to $300 fine (s. 510).
Leaving the autoroute
The deceleration lane runs alongside the autoroute and lets you slow down before the exit ramp. The SAAQ advises watching for the signs that announce your exit, moving into the correct lane early, checking mirrors and blind spot, signalling, then braking gradually only once you are in the deceleration lane, and adjusting to the speed posted on the ramp (Conduire un véhicule de promenade, ch. 3, “Sortir d’une autoroute”).
What is banned on the autoroute
| Prohibition | Section | Fine set by the Code |
|---|---|---|
| Reversing on the autoroute or its entrance and exit lanes | 416 | $100 to $200 (s. 509) and 3 points (Schedule, item 24) |
| Stopping on the autoroute, its entrance or exit lanes or an interchange ramp, except when necessary | 386, para. 7 | $100 to $200 (s. 509) |
| Driving on the shoulder, except when necessary or where signs allow it | 418 | $100 to $200 (s. 509) |
| Crossing the median except at places built for that purpose | 326 | $100 to $200 (s. 509) |
| Entering or leaving other than at the designated entrances and exits | 415 | $100 to $200 (s. 509) |
| Pedestrians on the autoroute or its entrance and exit lanes, except when necessary | 453.1 | $15 to $30 (s. 505) |
| Bicycles, mopeds, motorcycles of 125 cc or less (or electric of 11 kW or less), other non-motorized vehicles | 479 | $80 to $100 for a cyclist (s. 504); $100 to $200 for others (s. 509) |
A pedestrian may, however, cross an autoroute at an intersection with traffic lights (s. 453.1).
What about U-turns? The Code has no section specifically on U-turns on an autoroute. Remember the rules around it instead: no reversing (s. 416), no crossing the median except at places built for that purpose (s. 326), and entering or leaving only at the designated points (s. 415). Tip: if you miss your exit, carry on to the next one.
Breakdown or forced stop at night: if you have to stop on the roadway, keep your parking lights or hazard lights on, or mark the vehicle with lamps, reflectors or flares visible from at least 150 m (s. 385).
Key points for the test
- When entering, yield to vehicles already on the autoroute (s. 403); speed up in the acceleration lane and don’t slow down in it.
- Speed: minimum 60 km/h, maximum 100 km/h, unless signs say otherwise.
- Keep right; the far-left lane is for passing.
- Brake in the deceleration lane, not on the autoroute.
- Reversing is banned: 3 demerit points. Stopping is banned except when necessary.
- No pedestrians, bicycles or mopeds.
